I can't seem to find this place or highway 316 on any map.

It looks like the HWY is actually 372, not 316. You can exit onto 372 just after I-Dong and it does follow a river just like the instructions say.

This appears to be the parking lot https://goo.gl/maps/Se7RPqAzgaF2 of 백운계곡 (Baekeun Gyegok).

I've never been there so take that with a grain of salt.

The translations here can be frustrating. I found this website http://mountainkorea.co.kr/en/ice_cl...de=bareumFalls. This would put the fall somewhere around here 산28-1 Sanjeong-ri, Yeongbuk-myeon, Pocheon-si, Gyeonggi-do

Google has picture of a fall here. I may have a chance to do some exploring in that area in a couple of weeks.

The falls on the MountainKorea site are for Bareum Falls (Mumyeong Falls) not Baekeun Gyegok . So maybe that's a different place altogether.
