It looks like the HWY is actually 372, not 316. You can exit onto 372 just after I-Dong and it does follow a river just like the instructions say.

Leaves no trace
lightweight
easy to pack
there's usually more trees than flat ground at crags in korea so easier to set up

I don't think KOTR should be doing any rebolting. It's cool to work with the local Korean groups who are doing the rebolting or help fund them with money or materials but KOTR should not be doing...
