I am not sure what you wanted to ask, but if you're looking for ski-alpinism or backpacking skiing, Korea is not the place to go.. It's very dry here in winter, there's quite few snow.. The only snow slopes suitable for riding are usually at ski resorts.

Thing is, they can make snow at the resorts. . . my one sad visit to Muju featured a little (home made) snow in an otherwise bleak brown landscape.

Alas, even Hallasan, guaranteed winter snow, is awfully regulated. You could try, but I had lots of difficulty with the bureacracy of a winter climb.

leniak,
the 'snow season' in Korea would not exist without the machine made snow. at the resorts you could see bare ground inches off the groomed slopes, which made even tree skiing non existant.
I think if you went high elevation you might find snow filled couloirs on north faces but that is the optimist in me. I've seen pics of great snow on Hallasan and would like to check out the winter riding, but I don't have any first hand information about the rules. it is sure to be gone this time of year, but looks good in the winter months. regardless, there is no snow for backcountry X country skiing on the mainland.

Hallasan home page (http://www.npa.or.kr/halla/eng/npa/intro.htm)
Hallasan climbing courses (http://www.chejuinfo.net/leisure/leisure_e.html)
this site (http://www.insightguides.com/ig2/places/south_korea/festivals_major_events.asp) mentions "make a winter climb of..." as a part of a festival. Not sure of the rules outside the festival.

Well, up in Gangwon-do they get the most snow, so for backcountry it's your best bet (but very militarized as the DMZ is near!! avoid mountians with barbed wire/outposts. . .) I tend to leave the country for most of the winter. . . lots of snow last winter. . .in Austria!
