Pretty tall (maybe 15 meters or more?. . . not the usual panels, so it might be taller) and not-so steep as the typical Korean wall, vertical to slightly overhanging.

It needs to be reserved by a group (a climbing team, but now they're aware of KOTR) of 10 or more, which can be done by contacting the youth center. The easier (vertical) side is covered enough for a light rain.

Of course, if you're in the area, there's real rock behind City Hall, but this was a unique wall for Korea, and the staff was very friendly. There may be a small fee for the day.

The 1-1 and 2-1 and probably other busses go by city hall. I noticed the wall walking around the block (right) from City Hall (because busses kept passing me up there!) to the next stop.

Additional Comments
I don't think it gets much use, which is a shame. If there are people on it, you could probably go up and join them. Gets sun, but with the roof there's always some shade for on-lookers. Definitely a good choice for people who are intimidating by the huge overhangs typical in this country!
